After the 20 additional officers are recalled in January, approximately 50 police officers will remain on state-imposed layoff status. The city projects that all laid off police officers will return to duty by the end of the third quarter of 2012.

The Department of Public Safety is in the process of adopting the corrections identified by the Division of Internal Audit. One of the immediate steps taken will be to integrate the Emergency Medical Service and Division of Fire's payrolls and implement new technology that will automate the payroll process to ensure compliance.

The conceptual plan could result in more than a billion dollars of investment in Cleveland and will create opportunities for significant public-private partnerships.
