CLEVELAND — A wave of grief swept across Greater Cleveland Tuesday after Dr. Floun’say R. Caver, a longtime Greater Cleveland Regional Transit Authority executive and one of the region’s most respected public servants, was found dead in Hampton, Virginia, following a frantic search that began Monday.
